You’d be lucky to be able to find it in a new build, if the last few years have shown us anything.
You should make sure to check with your intended colo provider, what price impact a given form factor has. In most proper data centers, you’ll pay a lot more for a mid-tower PC, then you would for a 1u chassis (and you’ll find redundant PSU’s in a mid-tower hard to find generally speaking).
