IPv4 blocks for rent or rent to own


I’m exploring the idea of renting IPv4 and possibly renting to own (If such a thing exists). Has anyone here done either? I would love to learn what to watch out for.

Some questions I had are:

1) If i rent ipv4 how often do the prices go up? Is it yearly or?

2) Are there places I can lease to own? This way I can start with what I need and if my business grows as expected I would like to buy them later at a premium.

3) What websites/services do you recommend for this?

4) Beyond less mental overhead is there a limit (ex. number of blocks per ASN) if i were to buy/rent a bunch of small /24s? I assume my dedicated/colo provider may charge me for each setup/configuration.

4) Do i need to own an ASN myself or can I go to an IPv4 broker and have them assign the IPv4 block to the ASN…
