I need to find a temporary hosting provider with MySQL5.5, PHP5.6 and cpanel

You’re not going to find that offered as shared hosting anywhere.

Your best bet would be to spin up a VPS, install a contemporary OS (like CentOS 6(ish)) and install those older versions yourself.

Just lock it down so only you and your developer(s) can access it.
