The difference is actually a lot in website performance. But not in benchmarks (such as passmark) that measure overall system performance. You will get ~15% better performance on non 3D.

7950X3D is rated at 120W. AMD capped its power consumption after some CPUs got burned in AMD HQ due to power consumption. It got burned because eight of those cores are capped because of the Vcache, so they do not generate heat and toast the Vcache.
